International boundaries

Between 8/16/12 and 8/20/12 someone posing as Dennis Taplin at RTi Research in Tennessee shipped 153 packages via FedEx under my FedEx account number. Because I had a standing authorization at FedEx to bill shipments under my account to my credit card, a total of $3,918.75 was billed to my credit card. I believe it is likely that the so-called Dennis Taplin hi-jacked my FedEx account number, not my credit card, since when I cancelled my credit card, he was able to immediately cause an additional $373.39 to be charged to my new credit card. How did FedEx allow this to happen? I have now closed the second credit card account, and am waiting for FedEx to investigate this matter. FedEx claims they cannot close my FedEx account while an investigation is going on, and when it is over, they will close that account and open a new one for me with a different account number. However, I will not associate any credit card with my FedEx account number in the future.
