I was checking further on a "too good to be true" ad on Craigslist, and found two other notices about this person. Apparently uses the same paragraph on a variety of items offered for sale. In my case I was looking at a pop-up camper that turns out to be "at a shipper" in KY, and the shipping charges are included in the sale price.
