At Cost Flights

I purchased three tickets to Uganda from Atcost Flights, I was given an itinerary that says REFUND SVC USD 50.00 PLUS AIRLINE PENALTY. I was told that if I cancelled it would cost them $400, the agent was concerned about this because he said it would come from his pocket, I told him I would pay the amount for him if I should have to cancel.
I have no other documentation regarding my purchase except for the receipt from the check I deposited into their bank account for $4589.65 and my Itinerary.
On July 28, 2011 I called to cancel my flight and I was told that my tickets were non refundable and non changeable, I was told that the information on my itinerary was just standard and it did not apply to my purchase because KLM airlines does not refund or change tickets to Africa due to a high volume of fraud in Africa. I would have never paid for a non refundable ticket because I was waiting for my passport to arrive. I was not told that my tickets had any refund restrictions before I purchased them.
