I received an order confirmation from Rios shoes after checkout using Paypal on 3/3/2012 and an order confirmation email that contained an order number 859. However, I contacted Rios shoes after 2 weeks when I noticed my order status has not changed from pending status. I have used the Rios Shoes store website requesting information ( 2 internal emails) requesting a tracking number or status report on the date when my merchandise will be shipped. No response from Rios Shoes, not even a confirmation email as of 03/22/2012. I have filed a dispute on 3/21/2012 with Paypal hoping that Paypal will either close the Rios Shoe store account or contact the Seller on my behalf.

  • Same thing happened to me. I opened a case with Paypal on 4/2. They closed the case on 4/6 stating the item was shipped. I now have to open another case. Very disappointed that Paypal is buying their B.S. New case opened and I told Paypal to google Rios Shoes to see all the complaints. SCAM!!!!

  • PamelaLloyd/MKKANMAN: did you guys by any chance receive something very random in the mail? I got a HELLO KITTY MOSQUITO BRACELET from China. I believe that this is how Rios Shoes is providing paypal with shipping confirmation!!! I am making another claim with Paypal and urging them to look into this!

  • I spoke to Paypal today. After arguing with a worker for 15 minutes I asked to speak to her supervisor. 1) the vendor responded to paypal stating they shipped the item to me. When I pressed PP they told me they did not receive any proof from RIOS. The fact that I did not respond to the PP email within 3 days they automatically accept what RIOS stated and closed my case.The supervisor was great. He refunded me my money and assured me that he was all over this and was going to pursue closing them down. I told him about this site and he "got it". I think the end is close for them!!

  • This is what we have to do, we must contact our dispute department of the Debit card or credit card that we used in the Paypal transaction. I just got off the phone with my Bank, that had given me a "provisional" refund. The Bank just asked me to provide proof that I had a "signed postal return receipt" I was outraged!. First, I was delivered a 4x6 inch international letter. Not 3 pairs of size 11 Women's shoes...Of course I refused the envelop. I just told them Bumpkiss! Clearly, Paypal is an acting agent in this fraud, for not shutting down Rios shoes account!!! As of today 5/17/12 my credit is now permanent !!! My funds are returned! Also file a complaint with the FBI Internet Crime Center!

  • Scambook does a great job gathering us together in this forum, I have noticed that Rios Shoe thieves and Paypal the enabler has ripped us off and think that we will not get justice! We will prevail!!! Because if your financial institutions do not stand by you Ladies & Gentlemen, then we also should go to the FBI division on Internet Crime and file a complaint here http://www.ic3.gov/contact/default.aspx
    This is the only way we can succeed at shutting Rios Shoes down!

  • PamelaLloyd...I didn't even try to send my random "HK" bracelet back. It would've been over $100 just to ship it!? I just contacted Paypal and they refunded me right away after hearing my side of the story...They are investigating that company as well according to what I was told.

  • I made a complaint 9 days ago. Today I received an email from PayPal saying

    "In response to your claim, the seller has provided proof of shipment
    indicating that the item was shipped to you. Because the seller was able to
    provide proof of shipment, we cannot reverse this transaction or issue a
    refund. We encourage you to continue to work directly with the seller to
    amicably resolve this matter.

    PayPal does not tolerate fraud or illegal activities. Your complaint has
    been noted in the record of the PayPal user you reported. If we find this
    user has violated our policies, we will investigate and take appropriate
    action. If this occurs, you may be contacted in the future about the status
    of this complaint.

    To make sure future transactions proceed smoothly, we suggest you visit the
    PayPal site and click the Security Center link located at the top of any
    page. There you will find tips on how to avoid fraudulent sellers in the
    "Fraud Prevention Tips for Buyers" section."

    I must say that with all the complaints I have read about I am dumbfounded as to why PayPal isn't doing something. I will make a complaint with the FBI, as well as speak to Pay Pal again. This is absurd.

  • MS1, I hope that you prevail getting a refund from your financial institution. I hope you also have the opportunity to file a complaint with www.ic3.gov. I will not be satisfied until Paypal stops collecting payments for this international fraud scam artist Rios Shoes! I do not appreciate the fact that Rios is still able to rip off potential customers using Paypal to collect

  • payments from unsuspecting customers. I am reading comments recently that some people have been successful obtaining refunds from Paypal by speaking with supervisors. I wish you success in retrieving your money as well!

  • i got home today after being away for 4 days and there is a random piece of mail from China--I did not open it...can it be refused? returned? sent to PayPal?? Internet Fraud??? Interesting that nothing was sent until a claim was made with Pay Pal.

  • I took a picture of an International envelope, the item is identified through the tracking number. I circled that the U.S. post office refers to it as an "international letter". This was my leg to stand on getting a refund from my financial institution. As I posted earlier. I was unsuccessful with PayPal. PayPal gave me the run around. Make copies of the envelope because I am sure it contains junk! The fact of the matter is it is obvious you did not get your shoes in an envelope. Your financial institution will give you your money when you provide this proof. Or a bank can force Paypal to give you a refund. That is how my mother and me recovered our losses. Good luck MS!

  • ms1...there's your evidence! All I did was call paypal and told them that I got a random Hello Kitty mosquito bracelet and that I felt that that was how Rios got the shipping confirmation. The guy that I spoke to understood right away and I got a refund that same day. He knew immediately that it was a scam and assured me that the company was being investigated. I'm not sure what the status of that is though as another scam just happened...

  • Thanks Maryanne and Pamela. I just got off the phone with Pay Pal and they have refunded all my money. They said they are aware of the situation, and "working Rios gave Pay Pal. I did not open the envelope, and spoke with our Mailman. He said to take pictures, put refused on the envelope and he will take it back tomorrow. He also said that the envelope originated in the USA, otherwise it would require a signature upon delivery, as well as disclosure statement as to what is in it. I will include the photos taken to submit to FBI Internet Fraud report.
