Pop -up during stalled internet connection. High risk and scanned offer to fix my problem. I was stupid and accepted the bait to fix my computer from the infection. All my files disappeard after I activated they code. I am out of an additional 100 bucks to have a technician restore my files and programs.

Find your "Folder Options" you can goole it based on your Operating System. Of find it in Start -> Control Panel -> Appearance and Personalization if you have a Win 7 box.
Under the View tab Hidden Files, Folders and Drives, click on show. The "deleted" files will reappear. This virus resets your files and directories to be "hidden" files...
Don't delete anything in the systems directories unless you know what your are doing, but you can use Spybot Search and Destroy to help you in routing out the infection.
I would also recommend unchecking the "Hide extensions for known filetypes" box as that way you can visually confirm if a file is an exe, com,scr, or other "runnable" file. -
