This company represents itself as an "official" place to file a landlord or tenant complaint and that for a fee they will mediate for you. I paid their basic fee plus extra for a "bonded report" that was supposed to be sent to me. The basic fee was supposed to include email contact with an agent.

First, their site was buggy and the information I uploaded was distorted and duplicated and despite requests for communication with my agent to fix that and address other issues, I received no response at all. I was told that only my agent could edit the complaint page, but no one ever contacted me to do that or to answer any of my questions. I never received any report and have absolutely no way of knowing if they ever even contacted my landlord.

In short, they did nothing....and STILL have never contacted me. I had to contest the charges through my cc company and have gotten a temporary refund pending investigation at this point.

  • I was also scammed by this RPA and I too paid the $44.50 for the exact thing you did. That was months ago I have never received any papers from them either and they did nothing to help me. I was told today that it sounded like a scam so I googled it to see and sure enough it is. I'm glad to see your letter because now I now for sure what they are and I'll be calling my credit card company for a refund.

  • Thank you for posting here too. It would be helpful if we both posted reports on "The Rip-Off Report" site. VISA initially refused to take back my money because they said the RPA had a "no refund" policy. I had to insist that my bank (the issuer of my credit card,) contact VISA with more information from me showing that I had tried repeatedly to get contact from the RPA, but with no response. VISA decided to give RPA 45 days to investigate and that was about 2 months ago and I have heard nothing...so emailed my bank yesterday in order to finalize the taking back of my funds. My point is: don't let your credit card company off the hook. You may have to insist on your rights as a cc holder which means getting your money back if you are defrauded. I had to make it clear that when a customer is promised a service or product and then does not receive it, that is NOT a "refund," but it IS FRAUD! Just wanted you to know what you may run into. Also, contact your credit card company immediately because there is usually a time limit on how long after the charge you can contest it.
    Best wishes to you!

  • I work for the Rental Protection Agency. The claims above are false and most likely a mis-understanding of RPA Complaint Mediation process.

    1) Starting in 2012 all complaints use a new automation system in which complaints are automatically processed and sent to the landlord. Tenants are not contacted by the RPA. (but, you are welcome to contact chat or email support with questions)

    2) The RPA cannot guarantee the outcome of the complaint. If the landlord refuses to cooperate the landlord will receive a negative complaint record.

    3) Mediators are not allowed to have private conversations with tenants or landlords. Statute of limitations require that all responses be in writing and available to both parties.

    4) The RPA does everything in its power to resolve the complaint between you and your landlord. There are strict policies and guidelines as to when a complaint can be closed. Usually this is after 2 or 3 failed responses from the landlord. (Or after a resolution is agreed upon)

Its unfortunate that both of you had a problem with your complaint. I'd be more than willing to check into the details of your complaint; but you will need to provide your case numbers. At this point the information is provided is too vague and non-verifiable.

NOTE: The RPA handles thousands of complaint cases. The program was created to provide tenants with an alternate low cost legal option. Should a landlord fail to cooperate with the RPA complaint notices; it will result in a negative public record.

  • Hi Randy,
There was NO misunderstanding and your company is a fraud. I followed all the procedures correctly and tried at least 10 times to get a response from my agent by emailing on the site as instructed. NO ONE EVER RESPONDED and I NEVER GOT ANY REPORT! There were glitches and errors made on the site showing my complaint report and information. When I emailed your customer service department about why my agent was not responding by email, I finally got an email back saying they would "update" my information, but no one ever fixed the errors and my agent STILL did not ever contact me. My complaint was filed either August or September 4th, 2011, not in 2012 and my emails to your company were completely ignored...just like the other poster above. Maybe you work for this ripoff company, but obviously you have not tried using their services. Also, even if your company HAD done what they advertised, your reports (if one could ever get one,) have no legal standing, nor does your company. The only "negative" report on a landlord or tenant will be on your site...not any "Public" record as you claim. I finally checked with the state govt. and an attorney and was told that your so called reports are worthless. Lastly, there is absolutely no evidence that the RPA ever even contacted my landlord and since I never received a report from you, I have no way of knowing. If I was you I would try finding employment with an honest company.

  • PS to Randy: Why can't your mediators contact landlords and tenants by phone or otherwise? A REAL dispute resolution organization DOES call them and interact on behalf of their clients. I know because after my dismal experience with your company, I contacted a REAL Dispute Resolution service and they actually did contact my landlord and called me back to let me know what was going on.

  • Hi Rory,

I tracked down what appears to be the complaint you filed. (There are multiple complaints in the system for people by the name Rory-- but, based on your date range it appears I found your complaint)

The complaint I found was filed by a "Rory" in August 2011 with the case # ending in xx-1880

It shows your landlord Refused mediation. This record is now publicly indexed in all major search engines:

Agent Sep 28, 2011 LANDLORD REFUSAL: Despite repeated attempts both written and verbal, the Landlord/ Manager has refused to respond to the complaint. Due to the landlords refusal to cooperate with RPA Mediation, the RPA has no choice but to close this case. The tenant will need to seek other legal options such as court.
Sep 7, 2011 FOLLOW-UP CALL: Agent has contacted the landlord to request an immediate response. Agent has informed management that a written notice was already mailed and has past the alloted response time-frame. Agent has requested an immediate response, within the next 3 business days. Pending Response...
Sep 7, 2011 PAST DUE RESPONSE: Landlord has been provided with a reasonable time-frame to respond but has not. Agent will follow-up with management to request an immediate response.
Aug 29, 2011 LANDLORD RESPONSE DATE: Landlord is expected to respond no later than: September 5, 2011 by 7pm
Aug 29, 2011 EXPECTED LANDLORD RESPONSE: Written notice is being mailed to the landlord and expected to arrive in 3 business days. Following delivery the landlord will have 3 business days to respond. Pending landlord response.
Aug 29, 2011 MAILING PREPARED: Agent has prepared case for mailing.
Aug 29, 2011 COMPLAINT NOTICE: Agent has prepared an official complaint notice and will be attaching the notice to a bonded copy of the case. Pending Mailing...
Aug 29, 2011 CASE REVIEW: Agent has reviewed the case and is preparing complaint notice and paperwork.

  • RPA Mediation is now processed through a sophisticated automation system. If you had glitches it was most likely due to the old system that has since been updated.

As for me changing careers.... The RPA is a great company to work for. Despite your claims; we help thousands of tenants. We don't scam people or defraud tenants. Complaint mediation is offered as a service to help tenants by providing an alternate low cost option. The filing fee of $35 is the only required fee and goes to the cost of administrating your complaint, creating paperwork, postage etc. The RPA complaint program was provided at no cost until 4 years ago. The fee is now required to offset the expense of providing the service.

We understand that it's frustrating when landlords refuse to cooperate with our mediation program. In a perfect world all landlords would be ethical and responsible and promptly resolve tenant filed complaints. But, the fact is that there will always be a percentage of landlords that don't care. This is why we index all negative complaint records in search engines. This public record allows people to see the complaint history of that landlord.

Again, I'm sorry you had such a terrible experience. But, from the record it appears you should be upset with your landlord and not with the RPA. We did everything in our power to contact your landlord to get your complaint resolved. It appears your landlord failed you. I would be upset with the landlord for refusing to cooperate. Not all complaints get resolved.

NOTE: Chat and email support are available during normal business hours. Any problems can and should be directed to RPA support whom can assist you more.

  • Randy, you can say anything you want, but the facts are that your company not only attempted to defraud me, but the poster on this site after me as well.
First, the report you cite is NOT mine. My complaint was 20-1933, and my issue with your company was NOT that my landlord would not mediate with you, but that your website LIES about what your company will do. I repeat for the last time: Your website is so full of glitches that it uploaded everything I posted twice and then did not allow me to edit or delete anything. Then, when I wrote REPEATEDLY by email ON YOUR SITE AS DIRECTED BY YOUR SITE'S INSTRUCTIONS, MY AGENT NEVER RESPONDED...after literally at least 10 attempts on my part. My complaint page STILL has not been fixed and my agent STILL has never contacted me despite my repeated requests in order to ask a few questions and get my complaint page fixed. Your company did NOTHING to contact my landlord for at least two weeks during an emergency situation (if you ever really did at all,) and not only NEVER responded to my repeated requests for email contact (which was supposed to be included in what I paid for,) but NEVER sent me ANY kind of report...which I paid extra for. My complaint about your company is VALID and your suggestion that Chat and Email support are available during "normal business hours" is horse patoohey! I tried multiple times to access your live chat support and it was NEVER available. I emailed my agent and customer service on your site and NEVER had my agent contact me back...so NO ONE answered my questions.
And, just to show exactly how fraudulent your company is, no one ever responded to my bank or VISA when I disputed the charges after realizing that RPA is a scam. If your company was legitimate and this was a one time incident, there would not be others like me filing complaints on here (and there are some on other scam warning sites as well,) and, certainly your company would have responded in some way to VISA.

  • VISA did a chargeback and refunded my money because no one at your company had the balls to respond. My guess is that your so-called company is a one or two person scam operation that is set up to basically take payments and do everything automatically...hence the reason no "agent" ever contacted me and no owner/employee ever responded to VISA in regards to the disputed charges.
A legitimate company responds to emails and will have a live chat that actually works, as well as responding to VISA disputes. Also, the fact that your company charges extra for phone contact to a client....highly suspect! Your website is a nightmare and your so-called services non-existent. END OF DISCUSSION. Your company is the worst kind of fraud...taking advantage of people who are in many cases in dire circumstances and in need of help. Shame on you!

  • I agree that this Rental Protection Agency is fraudulent. I tried submitting a response three times today to my tenants complaint and it would not go through after I worked two hours on it. I then had to write it over again (this time in a Word document) and tried submitting again and it still just kept spinning "loading" for hours. I submitted a ticket and tried to do live chat and no one responded. Total con artists.
