Went in to buy a DSLR and turns out it was broken out of the box. So I went in for a refund and they ended up giving me the run around and said there will be a 15% restocking fee... I understand if I used it and want to return it, but this was broken out of the box. All I did was charge the batteries and turn on the camera and it would not turn on.

yes, that is not write. Sounds like maybe an inexperienced sales associate. Did you speak to a manager. I would like to think they would have resolved the issue. i like Best Buy. This suck to hear.
