This bin # 4 has been at 3708 Riviera Ave 89107 over filled for almost 2 months. The home is being "flipped" Transients and vagrants climb into in during the night. I often wake up during the night due to my dog barking and turn on the porch light to witness people climbing out of it ! I have photographs on my cell phone.
