This entity claims to be able to help people with lucky numbers, and offers to give them their lucky numbers at no charge.
When you reply, she then sends you a bill for $19, claiming this will help defray the costs of obtaining magic stones that give the owners power to pick winning numbers and be lucky in life. She relates a long story that the stones are obtained from a sacred river in some remote location at great risk and difficulty.

If you respond asking for your lucky numbers, she then sends 6 numbers and urges you to use them in the lottery or other similar situations. She also offers to sell you one of her "lucky" stones. She also asks you to pay her $19 for her services.

If you ignore the request and follow-up "bills", she then sends a collection notice and tacks on a late payment fee of $3.40, stating,

"You purchased (sic) my reading on open account. Unfortunately you did not respond to three payment reminders which were mailed to you within the last 6 weeks.

"This COLLECTION NOTICE is to inform you that your failure to settle your acount to date has resulted in your account being passed to a collection agency.

"Your account is grossly OVERDUE for payment. This is your FINAL NOTICE before legal action is taken! You have incurred a late payment fee.

"Reading: $19
Late payment fee: $ 3.40
Total amount due: $22.50

"The collection agency has agreed to wait 7 days only from the day you receive this FINAL NOTICE as a grace period before prosecuting your account to the full extent of the law. If you pay your amount due of $22.40 within 7 days in full, you can stop the process.

"Please issue your check or money order to SSB (this is the company name of my tax accountant). If you prefer to pay in cash you can deduct $5 from the invoice amount."

My advice to anyone who receives one of this person's "free" offers in the mail is not to respond, unless you then don't mind this person threatening to bring legal action against you for not paying her for her supposedly "free" services.

I guess we could bring a class-action lawsuit against this person for attempting to extort money using the US Postal mail service. I understand attempting to scam people via the mail constitutes interstate trafficking and is punishable under Federal Law.
