Can any one help recoup my money back? or any solutions that I can make? I wish I can make him go to prison.

Sales manager Mario Aaron informed me, he sell laptop Dell Alienware 139$ and iPhone 6S 64gb unlocked for 85$, so we agreed to laptop Dell Alienware M18x nd iPhone 6s 64gb unlocked. with a free gift of an ipad as a gift for week promotion if I buy more than 199$. I sent the money via T/T payment, 224$ for all the price.
I have been waiting since that day for it to be shipped, and no response until now. He didn't reply my emails.
Can any one help recoup my money back? or any action that I should take? I wish I can make him suffer in prison.
