International boundaries

A letter arrived unannounced telling me I had won $70,625.00 - but I never bought a ticket in whatever they were running. The keter stated it was a Prize Transfer and contained lots of verifications and guarantees and even a stamped "Document Certified" stamp. It requested that I send a flat fee of "AU$250 (amended to $60) and a "rapid delivery" payment of an extra AU$10.
It also carried stickers to gain the prize payment.
Just another scam! Paying to get a prize asent to me? Not likely!!!
