Scammers. I have had the exact same experience as these other complaints. You're paying for an information email they send to you once, which provides information that is Freely available online.
Going back to the website, they have this disclaimer:
"Any changes to your drivers license must be performed at an official Florida Department of Highway Safety and Motor Vehicles office or website. Our site is for informational purposes only. We offer detailed guides to help expedite your experience with the state's official website and/or the DMV - if a visit is necessary. We CANNOT perform any DMV functions on your behalf. All of the information gathered can be found for free online, or you can let us do the work for you for a small fee."
I've disputed the charge with my credit card company, but we will see if it works.
