International boundaries

Saw a charge on my account for a foriegn charge of .03 cents. Then for a charge of a dollar. I didn't remember making any charges, but I do a lot online, so it wouldn't be uncommon, but since I was out of a job, I new I didn't spend any money at that point, as I don't have a 1.00 to spend on anything at this point.
So I called my bank, and told them that I think it might be fraud, but wasn't sure, I did try to call the number but no answer and the website didn't work.
The Bank send me a new card, and was suppose to send me a paper to sign, saying that I thought it was a scam and return it in 10 days.
I went to the bank today, as I didn't get the paper and the man I spoke with told me, that it looked as though the bank looked into it and said it was some kind of international fraud.
If you see this on your card, get to your bank asap. Report it! Any time you are not sure of a charge call right away and asked. The worst thng you can do is be wrong, and did charge something, but in the end it saved me from being scammed.
