Cheap E Ticket

I purchased 4 tickets online from Qatar to Istanbul from an agency based in UK called www.cheapetickets.org. They produced me unofficial e-ticket on that date and claimed that the ticket would be fully activated when the payment is made. They do not receive credit card; only bank transfer (Paypal or western union is allowed) After I made payment via Telex Transfer for USD 1567.60, I provided a copy of the payment transfer for the issuance of activated new e-ticket. Their automatic reply said that they are verifying the payment and will e-mail me official e-ticket from the Airlines within a few hours. After that I called them and a guy answered me to say that he would send the tickets within a couple of hours. That was the last reply I received from them. I called their office many times with no reply, even the answering machine does not reply. How can we get our money back from this fake agency?
