International boundaries

On 12 Dec 2012 I made two transfers to Brian Otieno in Kenya, sending 1,000 kenya shillings on MTCN 9554591602 and 3,500 shillings on MTCN 8038946026 to his mobile wallet. Although Western Union emailed me that these amounts had been picked up by the receiver, he was unable to collect the funds, being told by both Western Union and his mobile service provider that there were no funds against these numbers, on several attempts. Western Union continually say that they have sent an email to the relevant department but received no reply. These amounts are still outstanding despite numerous requests from myself to resolve and refund
