The person is ripping people off; preying on everyone's American dream of making it. I think it is terrible that the USPS allows people to send mail such as this through our post and will not take action against companies when multiple complaints are presented to the postal service.
In the past, when I rented a PO Box, I had to go the post office to rent it, so the USPS has contact information for whomever is sending these notices to people.
