This magazine and the its affiliated"gallery" is a continuing scam run by Abraham Lubelski,the gallery owner. You have to pay him to get your art shown in his gallery and get publicity in his magazine.This scam has been going on for years and I wonder why no one has complained to the NY District Attorney
