Bids coming in later than anyone would ever wait to bid indicates that insider info about people's bids is being leaked to drive up the costs of items and therefore maximize the profits for the owner. Also what is called a penny bid is not a penny bid, it is closer to an .80 dollar bid and this is done to deceive people into thinking their bid is only 1 cent.
