International boundaries

I have received repeated emails from Mr. Hays, beginning on 8/15/2012, telling me that I had been selected from a list of internet users to receive one million dollars. Actually, the amount was reported to me in British pounds. All I had to do was to wire $850.00 by Western union, and a Swift Card (MasterCard) would be sent to me loaded with one million dollars. I know that it is illegal to pay money to obtain winnings.
