Fresh Start Handicapped Workers

I received a phone call from a place stating they was T.C. and had two kids and I had donated money to them the previous year that fed his kids and helped him being a handicapped disabled worker who worked to create small items to receive cash to support his family. Who then explained he was not looking for donation and asked me if I would purchase the products offered. Then told me I would be transferred to the customer representative Shawn. The voices were sort of similar but couldn't tell. Then Shawn, the supposed customer representative, told me the price of the donations and to send them through which process and what type of credit card. I gave my credit card number information and name. Then asked if I officially accept the payment. I said yes. When I googled the name I found it to be a scam. After calling my bank and attempting to cancel the transaction. I was told that my transaction may not be cancelled cause of the processing and I had to speak to 6 different bank representatives and cancel my current debit card use. Still to receive information that I had to pay 31 dollars to process all of this information to my bank for them to tell me I might not receive my 200 dollars back.
