Like others here, I bought items from Rios Shoes (1 pair of shoes, two pair of insoles) and received a cheap shower cap in return.
Their phone number and email address have both been disabled.
I lodged a dispute with Paypal and got this response:
We're unable to decide this claim in your favor at this time. PayPal's Buyer Complaint Policy applies to the shipment of goods but not to disputes about merchandise quality.

I called PayPal and talked to a representative who said they'd had a number of complaints about this company and that she was going to take steps to get me a refund ... I will update with that info, if and when the refund happens.

I got my refund in full from Paypal. The representative acknowledged there have been many complaints about this company.
The Rios Shoes contact name was Dan Chen. Screw you, Dan Chen.
