The Number - 118336 was suppose to represent the payment for the contract for services rendered and could be found on the Washington State Business Licensing Web-Site as an entry in the name of Shelby H. Bell. and once Debit card was received it was to be for the "Debit Card issuing Company and Administration. And Once packet was received they should begin processing once targeted goals were reached doors would be closed.
