They left a voice message at my parents residence from the DEP of Legal Affairs treasury saying that I owe money and I will need to pay $4479.52 (by the end of the communication it had exceeded $4700) or they are going to take me to jail for 6 months with no bail due to the lack of payment.

I was scared to death an
They knew my mailing address, and saying the sheriff was going to serve a warrant within 2 hours.

Despite the terrible reception and deep accents, their scam was very official sounding. Dwanye McQuire (lead investigator) was offering to help me make restitution. He connected me to his "treasury general" Richard Harris.

Richard demanded that I produce the $4700 in cash,(I could not pay with CC or debit). That was the first obvious red flag. He told me to drive to the bank and he was going to stay on the phone line while I did this.

Do not give in to this BS. The IRS and treasury wont ever get any money owed if they through every one in jail.
