Computer locked by bogus agency US Cyber Security

My computer has been locked by a bogus agency I am sure that says I have downloaded Music/Video and must pay a fine at a local retailer to get it unlocked within 24 hours. It also had a prompt on my screen saying video was being recorded of the user. How do they do that if I have no webcam? How do I get it unblocked????
