And, no the scammers are not in the Ukraine - they just have the site hosted there. You can host your site anywhere in the world. It's just a matter of who you pay to host your website. They've obviously chosen to host it there to make it tougher to get themselves shut down. If they were legitimate, there are PLENTY of hosts in the U.S. that do hosting.
